1. Preheat the oven to 375°F.
2. Cut off the tops of the bell peppers, remove the seeds and membrane, and rinse them thoroughly under running water. Place them in a baking dish, standing upright.
3. In a skillet, heat olive oil over medium heat, add onions, celery, carrots, and garlic. Sauté for 5-7 minutes, stirring occasionally.
4. Add the ground beef in the skillet until it is cooked through and no longer pink. Season it with salt, black pepper, and paprika. Stir in the cooked rice and 1/2 cup of the tomato sauce.
5. Spoon the beef and rice mixture into the bell peppers, filling them almost to the top. Pour the remaining tomato sauce over the stuffed bell peppers.
6. Cover the baking dish with foil and bake for 35 minutes.
7. Remove the foil and sprinkle the stuffed bell peppers with shredded cheddar cheese. Bake for an additional 10 minutes or until the cheese is melted and bubbly.
8. Once done, remove from the oven and let the stuffed bell peppers cool for a few minutes.
9. Garnish with fresh parsley leaves and serve hot.
